There is no mistaking this individual for anything the ordinary. His frame of over six feet literally appears to be hewn from plates of metal. Indeed to all initial appearances one might assume that he was a mechanical life form of some sort. His features forever chiseled into a scowling mask of menace. He dresses in a regal emerald cloak and tunic, belted in leather. His sheer presence is one of extreme confidence and strength. There is no mistaking standing in the presence of Doom.
Personality:
The most fundamental underlying characteristic upon which all of Doom's other characteristics are built is a supreme ego. In the world of Doom there is literally no one who can come even close to the greatness that is Doom. For the most part everyone else is regarded like unto an insect, either of no interest or worthy of only being swatted effortlessly. True ire, comes from the rare few who could on a subconscious level be seen as a rival to his power and intellect. And those few, who can truly come close to matching him, are the only real threats, and should be removed at all costs, except a cost that would endanger Doom.

Super Power:
Doom's greatest ability has never been about anything physical. Doom's greatest ability has always been his intellect. His ability to plan and scheme are only paralleled with the greatest minds of the universe. As a result of the accident that gave both the Fantastic Four and himself their powers, Victor's body is covered entirely in solid metal. This affords him superhuman levels of strength and resilience. He also possesses a regenerative property, though this does not extend to his own biological weapons. He can shoot quills out of his forearms and exude poisonous gas.
-Weaknesses:
Victor's greatest weakness is his own personality. He's a young man, ambitious, and absolutely convinced of his own rightness. This gives him a level of arrogance only possibly rivaled by Tony Stark and Loki. Victor is a big fan of the tactical retreat. If things are truly going poorly, he will get himself to safety rather than face retribution for his acts... even at the expense of any allies he may have picked up at the moment. He has a tendency to monologue, give grandiose speeches, and come up with plans way too convoluted for their own good.
Any additional info: I'm currently leaving out the Atlantean magic based on my understanding of the timeline, if this is wrong please tell me. However if this comes up during RP given the way Victor looks at science (more of an art than a system) it would stand to reason that, like in the comics, it would come much more easily than it might for others.
Weapons:
Like most of the primarily scientific characters, Doom's weaponry often changes to suit the individual needs of whatever plan he is orchestrating. However under most circumstances he is capable of coming up with weapons or defenses before executing his plan. If he has to fall back on his innate powers then things have already gone wrong.
Team Affiliation: Doom needs no team.
History:
On Victor's tenth birthday, his father revealed to him that he was descended from Vlad Tepes Dracula, whose descendants were scattered across Europe. Those who settled in Belgium married into the Van Damme family. Around age twelve, Victor was brought to America and began studying at the Baxter Building, a government think-tank of young geniuses, such as Reed Richards and Susan Storm. He worked to help Reed Richards develop a teleporter to the "N-Zone", but reprogrammed its coordinates without telling anyone. This caused the accident that gave the Fantastic Four their powers. Though Victor maintains that the original Richards programming was so bad that even he couldn't fix it, and that it was this that led to the accident. Van Damme was caught in the same accident, and his flesh was changed into a metallic hide (with a somewhat reduced ability to perceive tactile sensations and pain), clawed hands, his legs transmogrified into demonic goat-hooved legs, and he re-appeared on Earth at an undisclosed location in Europe.
For a time, he was the charismatic leader of a small micro-nation called "Free State", "Freezone", or "The Keep", a Permanent Autonomous Zone located in Copenhagen, Denmark, where citizens lived without rent in a shanty town under squatter's rights, and were given free comforts and necessities in exchange for loyalty to Van Damme. There, a dragon tattoo was given to new settlers, incorporating microfibers that interfaced with the brain and acting as a cunning mind control device.

In a seemingly humble tent, in the sea of ramshackle shacks and hovels in the square known as 'The Keep' in Copenhagen, a hooded figure stood, before a table and panel of monitors working intently. He did not seem to notice right away as the flap opened. The haggard figure of a greying man in his late fourties stepped in, and removed his hat. His eyes had the lines that showed signs of years of living paycheck to paycheck.
The green cloaked figure did not turn at first. "So, Henry tells me that you've come seeking my assistance." came a clear, confidant voice that must have come from the figure, still working.
"It's my wife, sir. She needs medicine, but we can't afford it. I've gone everywhere I can think of. If she doesn't get help soon, she'll die. Henry said you provide medical care to your people here."
"I do." said the voice, still not turning from his work. "But what are you willing to give for it? My Keep... is more than just a purveyor of free goods and services. We don't just hand out free help for nothing. We're a community."
"Like I said, we don't have much money. But..."
"I'm not interested in your money, Mister Konig. I want your fealty." And with that the metallic figure turned on the spot, revealing his full features in all their imposition. "You have asked me in no uncertain terms, to save the life of the woman you swore to stand by until death do you part. I can do that. But I want you to ask me for my help, and in return you and your wife may become a loyal part of my Keep."
"I don't see as how I have much choice."
"I never said that you did, Mister Konig. I never said that you did." As he spoke these last words he approached the man, armed with the device that would attach the microfiber tatoo that would bond with the middle aged watchmaker's brain stem. Yet another subject in the kingdom.

Since we have Victor set before the accident I figure I should include the pre-accident photo. Using Julian Mcmahon, like from the Fantastic Four movie, but went with a younger image.
